Answer
The first frost must take place at ground level on vegetative matter. Official weather observations are taken by manual observations and instruments at the Douglas International Airport. There is another network of weather observers that report their observations to the National Weather Service monthly. The combination of the two sources of data lead to an average first frost date. The average first frost for the Charlotte area occurs during the first week of November.
